Whitelisting assumes a stable origin. A distributed workforce has no such thing. A salesperson on the road, an engineer at a client site, and a support agent working from home all arrive from addresses that change without warning, and many of those addresses are shared by other users on the same network. Trusting them by IP is either impossible or unsafe.
